A flat frame records how your optical system illuminates the sensor. Anything uneven in the illumination source becomes an error baked into every calibrated image.

Can I use sky flats instead?

You can, and twilight flats work well, but the sky brightness changes quickly and gradients across the field are common. A panel is repeatable and available at any hour, which matters in winter.

How bright should a flat be?

Target roughly one third to one half of your sensor's full well. Too dim and read noise dominates; too bright and you enter the non-linear region near saturation.

Do I need separate flats for each filter?

Yes. Dust motes sit on the filters themselves and vignetting differs slightly between them, so a flat taken through luminance will not correct a narrowband frame properly.

Does the panel need to cover the dew shield?

It needs to cover the full aperture as the optics see it. Illuminating only part of the aperture, or letting stray light in around the edge, produces a flat that makes your images worse.
